The Norbury Estate Conservation Area was designated in December 2008 and extended in 2014 to include numbers 254 to 278 Northborough Road. It covers the grid of streets within Tylecroft Road, Palmers Road, Northborough Road and Darcy Road, including Newlands Road, Norton Gardens, Isham Road, Granden Road and Bavant Road, bounded by London Road to the east and the Merton borough boundary to the west. Croydon Council's appraisal says six weeks' prior notice should be given for all proposed tree works in conservation areas, with fines of up to £20,000 for cutting down a tree without consent and up to £2,500 for pruning one.
Parts of the SW16 postcode lie in other boroughs, and the Norbury Estate borders Merton. Croydon's rules apply only to trees in Croydon. We confirm which council covers an address before quoting.

Norbury Hall Park has many specimen trees, according to the wildlife site record, including oak, deodar cedar, yew, dawn redwood, horse chestnut and red oak, in a 2.87 hectare Site of Importance for Nature Conservation of local grade. Street trees and park trees are council trees.

The appraisal describes terraces in groups of 8, 10, 15 or 20 houses with gaps of 2.5 to 4 metres between rows, small front gardens and rear gardens of about 14 metres. Some terraces stand on raised forecourts reached by steps, with retaining walls up to 1.5 metres beside the footway, and part of the estate sits on the Pollards Hill ridge. Rear access is planned before the visit.
If a vehicle or chipper needs road space, Croydon Council offers a dispensation to park on yellow lines while work is carried out, or a suspension of a parking bay. It asks for at least five working days' notice, payment first and a separate licence for a skip on the road. Check current fees on the council's page.
