The Webb Estate and Upper Woodcote Village, both in Purley, are conservation areas. Croydon Council says you must give six weeks' written notice before carrying out work to trees in a conservation area, and the council's draft plan says there are numerous tree preservation orders across them. It also says it will resist the loss of good quality trees that make a positive contribution to the area, so removal here gets more scrutiny than pruning.
The council notes that restrictive covenants set up by William Webb may apply to individual plots and vary from plot to plot. We cannot advise on covenants; check your title documents. Brighton Road in Purley is also among the areas Croydon Council has said it would consider for conservation area status. See the conservation area guide.
The estate was developed in the early 20th century by William Webb as a garden suburb with wide tree-lined roads. The council's draft conservation area plan lists the species integral to its historic character, by character area.
| Character area | Species the council lists |
|---|---|
| Briar Hill | Pine, beech, maple |
| Rose Walk | Beech, birch, pine, spruce, fir, horse chestnut |
| Woodcote Lane | Beech, birch, maple, acacia, lime, horse chestnut, cedar, Wellingtonia |
| Upper Woodcote Village | Birch, horse chestnut, maple, acacia, cedar, Wellingtonia |
On Birch Lane and Farm Drive the draft plan describes tall hedges as the predominant boundary treatment, so hedge work is part of the local picture.
These follow from the area's setting.
| Typical job | Why it comes up here | Rule to check first |
|---|---|---|
| Reducing or lifting a mature beech, birch or pine | Large garden trees on generous plots | Conservation area notice or TPO |
| Cutting back trees close to buildings | The draft plan lists pruning near buildings among its enhancements | As above |
| Reducing tall boundary hedges | Tall hedges are a defining feature in parts of the estate | Nests between March and August |
| Removing a dead or dangerous tree | Any mature tree can fail | Council's dead, dying and dangerous wording |
The council's draft plan says most streets in the Webb Estate are private roads, some gated, owned and maintained privately by Webb Estate Limited. Access is agreed with you, and where needed with the estate, before the team arrives.
If a vehicle or chipper needs road space, Croydon Council offers a dispensation to park on yellow lines while work is carried out, or a suspension of a parking bay. It asks for at least five working days' notice, payment first and a separate licence for a skip on the road. Check current fees on the council's page.
Tell us if a tree is on a boundary or overhangs next door. You may be able to cut branches back to the boundary but not beyond it, and cuttings should be offered back. Work only goes ahead with the tree owner's consent.
Croydon Council describes the area as a garden suburb with generous green spaces, wide tree-lined roads and individually designed houses. Its Cabinet approved the draft conservation area plan for adoption, subject to Full Council, and says it introduces no new planning controls. Check whether it has since been adopted.
London's tree canopy cover is 19.6% (GLA Tree Canopy Cover 2024, mainly 2022 data, ±0.3%). Ward-level figures are modelled estimates; see the GLA dataset.
